Anyone who is concerned about the development of a child can make a referral. While all children grow and develop at their own rate, some infants and toddlers experience delays in their development, exhibit atypical behaviors, or have been diagnosed with a special health condition that is likely to lead to non-typical development. The earlier any potential delays and disabilities are identified and early intervention services begin, the better chance a young child has of achieving his or her best potential.

The overall goals of early intervention are: To enable young children to be active and successful participants during their early childhood years and in the future in a variety of settings: in their homes, in child care or preschool programs, and in their communities; and To enable families to provide care for their children and have the resources they need to participate in their own desired family and community activities.
