Either will work, depending on what you're trying to do. VDI can get expensive quickly, so keep that in mind, but you'll need it if you want the end user to be connecting to a Windows 10 desktop. That might also work for your needs, but you haven't really given us much info as to your requirements other than you say you want them to connect to Windows 10, which would rule out RDS. Make sure you check the licensing agreements for all of the software that the users will need to access, as licensing will vary by product.
I have the feeling your managers thing this would be less costly than a wired desktop environment. Thin client as stated isn't cheap. You need a lot of licensing and server hardware to pull it off and thin client devices cost as much as a full desktop often.
Also I would push back strongly on the wifi requirement. If you are creating a kiosk-like environment, Kiosk system software is going to offer the best security and can be used in a thin client environment.
